External Job Description
The HSE Lead is responsible for developing, implementing, and continuously improving Pulse Nova's Health, Safety, and Environmental management framework to ensure a safe, compliant, and sustainable manufacturing environment.
The role leads risk management, regulatory compliance, incident investigations, audits, and safety initiatives while promoting a strong safety culture across the organization. Working closely with Operations, Engineering, Facilities, and Production, the HSE Lead ensures HSE excellence throughout the site's operations in line with UAE regulations and defense industry standards.
RESPONSIBILITIES
- Establish, implement and continuously improve the site HSE framework (policies, procedures, risk assessments and audit routines)
- Lead hazard identification and incident investigations, ensuring robust root cause analysis and timely CAPA closure to prevent recurrence
- Ensure legal compliance and alignment with applicable HSE standards, including ergonomics, workplace safety and environmental requirements
- Deliver HSE training programs (inductions, toolbox talks, safe work instructions) and maintain training records/compliance tracking
- Conduct periodic inspections and audits (shopfloor, warehouse, lab/test areas) and drive closure of findings through clear governance
- Drive HSE KPIs using both lagging and leading indicators (TRIR, near‑miss reporting quality, action closure rate, safety walks) and report trends
- Lead HSE reviews for process/equipment changes (JSA, LOTO, chemical handling, PPE, emergency preparedness) and manage contractor/permit-to-work safety when applicable
REQUIREMENTS
- 7+ years in HSE roles in manufacturing/industrial environments, preferably in high‑reliability or high‑mix operations
- Experience and understanding of the UAE regulation
- Practical experience deploying HSE management systems and leading audits/inspections with strong action follow‑up discipline
- Strong competence in incident investigation and root cause analysis methodologies, delivering measurable reduction of recurrence
- Recognized HSE qualification (e.g., NEBOSH/IOSH or equivalent) preferred; ISO 45001 / EMS exposure is a plus
- Ability to operate hands‑on in dynamic, ramp‑up environments (equipment installation, process changes, contractor activities)
