ABOUT THE ROLE

We are seeking an experienced Explosives Manager to serve as a senior technical and strategic advisor for explosives and ammunition safety. The role is responsible for ensuring compliance with applicable UAE explosives regulations, licensing requirements, and explosives manufacturing best practices.

The successful candidate will provide specialist guidance across explosives manufacturing, testing, storage, handling, transportation, and demilitarisation activities, while supporting safe operations through effective risk management and regulatory compliance.

RESPONSIBILITIES

• Ensure compliance with applicable UAE explosives regulations, internal requirements, and industry best practices.
• Prepare, review, and maintain explosives operating and storage facility licences.
• Conduct qualitative and quantitative explosives risk assessments for existing operations, plant modifications, and new facilities.
• Provide specialist technical guidance on the safe manufacturing, handling, transportation, storage, and testing of explosive materials.
• Review and approve explosives manufacturing procedures and safe working practices.
• Conduct internal compliance audits against applicable explosives regulations and organizational requirements.
• Provide technical safety guidance for demilitarisation, safe disassembly, destruction, and testing of explosive materials.
• Lead and support investigations into explosives-related incidents, including root-cause analysis and corrective actions.
• Capture and communicate lessons learned to prevent recurrence and continuously improve explosives safety.
• Provide technical advice to operational, engineering, HSE, quality, and management stakeholders.
• Support budget planning, forecasting, and cost control related to explosives management activities.
• Promote a strong explosives safety and compliance culture across relevant operations.

BASIC QUALIFICATIONS

• Minimum 10 years of relevant experience in explosives or ammunition manufacturing and testing environments.
• Experience in explosives ordnance destruction and/or demilitarisation activities.
• Minimum 3 years of management or supervisory experience.
• Strong knowledge of explosives manufacturing best practices and explosives risk-assessment principles.
• Knowledge of explosives physical and chemical properties and associated manufacturing hazards.
• Understanding of regulations governing explosives manufacturing, handling, and storage.
• Knowledge of relevant HSE, occupational safety, quality, and environmental requirements.
• Ability to meet applicable medical fitness and security-clearance requirements.

PREFERRED QUALIFICATIONS

• Experience with UAE explosives regulations, regulatory authorities, and licensing requirements.
• Hands-on experience preparing or managing explosives operating and storage facility licences.
• Experience conducting qualitative and quantitative explosives risk assessments for facilities and manufacturing operations.
• Strong experience in explosives testing, demilitarisation, and safe destruction activities.
• Experience leading explosives-related incident investigations and implementing corrective actions.
• Knowledge of international explosives regulations and recognized industry best practices.
• Knowledge or certification in ISO 9001, ISO 14001, and ISO 45001.
• Experience conducting explosives compliance audits.
• Strong leadership, technical reporting, problem-solving, and stakeholder-management skills.
