Key Responsibilities:

The Health, Safety and Environment (HSE) team lead serves as a HSE liaison for all industrial projects across LAHAB, ensuring that project design incorporates and implements HSE guidelines and safety regulations. The job incumbent is responsible for ensuring a hazard free work environment through safety assessments, industrial hygiene monitoring, critical facility reviews, process hazard analysis, incident investigations and preventive actions.

Contribute in the development, implementation, awareness and compliance of standard HSE policies, procedures, programs and guidelines for the organization

Perform regular HSE audits and inspection to ensure a hazard free environment; develop detailed reports of the audit findings and implement corrective action plans

Develop, design, and implement emergency response actions plans, guidelines, and operating procedures for emergencies

Conduct Risk Assessments to evaluate HSE hazards based on Severity, Likelihood, Exposure and Frequency; and develop mitigation plans

Coordinate with TIP to review and approve the gate pass application for chemicals or any Hazard material

Manage and follow Federal Authority for Nuclear Regulation (FANR) documentation and import permit

Co-ordinate with TIP HSE regarding any HSE related issue/incident

Lead investigations for events and injuries by determining the root cause of the problem; prepare and compile reports and provide accurate action plan to provide solutions

Review and approve the method statement and HSE deliverables of the projects

Collaborate with project managers to prepare project’s safety plan; identify and control HSE related hazards and risks in regards to project site, operations, job tasks and equipment

Monitor the projects Safety/HSE target schedules to ensure that they are being achieved effectively and efficiently in accordance with project requirements

Develop, deliver or facilitate HSE training programs to new and existing employees ensuring each employee has received the necessary and most appropriate training in their respective areas of work

Develop and implement a complete Permit-to-work Guidance system covering safe work permitting, confined space entry, Job Safety Analysis (JSA / JHA) and hot work permitting

Develop waste management programs and good housekeeping practices to determine and minimize waste generated from hazardous materials; compile reports to submit it to the government authorities
Preferred Minimum Qualifications:

Minimum: Bachelor’s degree in mechanical or environment engineering

Preferred: Professional diploma or Certification in Occupational HSE/Process Safety/ Risk Management from an accredited university/institution
Preferred Experience:
-
Minimum: 10+ years’ of experience in HSE management and technical safety engineering experience

Preferred: 2+ years’ of experience in a manufacturing and defence industry with regional exposure
