Job Purpose

The Senior Project Management Specialist plays a key role in driving the successful execution of strategic programs and projects within the Cluster Office under the Office of the President. The role ensures alignment with presidential priorities, oversees performance tracking, and promotes governance and delivery excellence across cluster-wide initiatives.

Key Responsibilities

 

Project Planning & Execution

  • Lead the planning, coordination, and implementation of complex projects and initiatives assigned to the cluster by the Office of the President.
  • Develop comprehensive project plans, timelines, budgets, and resource allocations in collaboration with internal and external stakeholders.
  • Ensure timely delivery of outcomes in line with strategic objectives and high-level directives.

Governance & Oversight

  • Establish and uphold project governance frameworks, including reporting structures, decision-making protocols, and escalation processes.
  • Monitor adherence to project management standards and support quality assurance and risk mitigation processes.
  • Ensure compliance with corporate policies and alignment with national strategic goals.

Performance Monitoring & Reporting

  • Track performance against KPIs, deliverables, and milestones across all cluster-led initiatives.
  • Prepare and deliver high-quality reports, dashboards, and executive presentations to the Cluster Director and President’s Office.
  • Analyze data to provide insights and recommend course corrections when needed.

Stakeholder Coordination

  • Act as a key interface between the cluster and internal/external stakeholders, ensuring effective communication and collaboration.
  • Coordinate across sectors, government entities, and strategic partners involved in cluster initiatives.
  • Support the preparation of briefing materials, memos, and strategic updates for the President and senior leadership.

Continuous Improvement & Capacity Building

  • Contribute to the continuous improvement of project management practices within the cluster.
  • Mentor and support junior PM staff and facilitate knowledge-sharing across teams.
  • Promote innovation, efficiency, and agility in project delivery.

 

Qualifications & Experience

Education:

Bachelor’s degree in Project Management, Public Administration, Business, Engineering, or a related field. Master’s degree preferred.

 

Experience: 

At least 7–10 years of progressive experience in project management, program delivery, or strategic execution, preferably in a government, public sector, or high-level executive office.

 

Certifications:

PMP, PgMP, PRINCE2, or equivalent required. Agile or Lean Six Sigma certifications are a plus.

 

Skills & Competencies

  • Strong understanding of national strategies, public policy frameworks, and multi-sector program execution.
  • Proven leadership in managing cross-functional teams and complex stakeholders.
  • Excellent communication, report writing, and presentation skills tailored to executive audiences.
  • High proficiency in project management tools (e.g., MS Project, Asana, Power BI).
  • Strong analytical, organizational, and problem-solving skills.
  • High integrity, discretion, and ability to operate under pressure in a sensitive and fast-paced environment
